City Workers In Boston Might Have Stronger Background Screening Requirements

September 16, 2025

The Boston City Council is interested in implementing stricter background screening regulations for potential hires.

Stronger Screenings

People who apply for city positions in Boston might soon be required to undergo more comprehensive background checks. The City Council is reviewing a proposed bill that would create stronger screening mandates for all applicants. If the council approves the proposal, it would add the following components to reports that are run on people who apply to work for the city:
  • Two-Year Criminal Background Check.
  • Pre-employment Criminal Records Check.
  • Sex Offender Registry Check.
  • Annual Criminal and Sex Offender Registry Checks.

This is the second time the Council has attempted to implement strong background screenings. In June, a similar proposal was suggested, but that was denied. This time, however, the Council will hear the details, deliberate and make a decision.

Reasoning

One big reason the Boston City Council is interested in this concept is that they discovered two scenarios in which their screening efforts were not sufficient. This came to light as far back as 2023 when it was learned that an employee who was charged with an offense had a criminal history that was not known about when the individual was hired.

On a broader level, background checks can help all employers determine whether someone is eligible and qualified for a position. They can show reviewers if a candidate has a violent or otherwise serious criminal record that indicates they pose an undue risk to the business, other employees and the public.

Millions of Americans have criminal records, and many are for minor offenses that would not disqualify the person from holding most jobs. However, a criminal background check can show hiring managers if someone has a relevant conviction that indicates they are not suited for a specific position.

Other Benefits Of Background Checks

Employers run background checks because they provide numerous benefits. On top of the results that criminal searches can uncover, these reports can show whether:
  • An applicant has the required employment history.
  • A candidate has any necessary licenses or credentials.
  • A potential healthcare provider is prohibited from working in the industry.
  • A person who might drive on the job has a clean motor vehicle record.

Background checks can be customized to meet the needs of employers. Depending on the type of position for which an organization is hiring, they may also wish to add position focused components such as a FACIS or a credit check. In short, these reports provide a valuable overview of anyone you are considering before they are allowed to represent your brand.
